The Governing Body
The College governing body is made up of volunteers, drawn from our local community, who bring their relevant expertise to the
College Corporation. Members are appointed either directly by the Corporation or by the staff and students of the College.
The governors are tasked with a variety of responsibilities including approving the institution’s quality strategy and estimates
of income and expenditure, employing senior post-holders and setting a framework for the pay and conditions of all other staff as
well as determining the educational character and mission of the College.
Here is a rundown of the Governing Body and the experience that each of these volunteers brings to the table.
Alan Bender
Chair of Capital Projects Steering Group, appointed September 2006
Alan has company director experience in a management consultancy specialising in commercial management,
contract management, procurement and IT Services management, and has held senior position for a variety of companies in his
fields of expertise. Alan has also provided business mentoring to headteachers as part of Business in the Community.
Norma Coulter
Member of Capital Projects Steering Group, appointed April 2002
Norma has been a Divisional Manager for a major avionics company and an independent ITC consultant for
major financial institutions. Her board membership in other institutions has included initial incorporation and major redevelopment
programme work, as well as governorship and financial committee membership in a local school.
Iain MacBeath
Member of Search and Governance Committee, appointed March 2011
Iain is an Assistant Director in Health and Community Services for Hertfordshire County Council. He has experience of finance, IT, HR, Learning and Development and overseeing major transformation programmes.
Iain serves on national committees for social care and is the county council’s champion on equalities issues.
Joanna Weil
Vice Chair, Member of Audit Committee, appointed June 2011
Joanna qualified as a solicitor and worked for one of the leading commercial law firms in London before changing career to become an investment banker. As an investment banker Joanna advised companies and governments on mergers and acquisitions, IPOs, fund raising and privatisations. Joanna had managerial responsibility and headed teams responsible for legal documentation and training.
Jim Dickinson
Chair of Search and Governance Committee, appointed April 2009
Jim has previous experience as a full time elected officer in his students’ union and now works for the National Union of
Students. His experience at director level includes responsibility for strategy, learning and development, consultancy support
and talent management. He has served on numerous boards and committees and has experience of charity law, governance and education
policy.
Frank Neale
Chair of Corporation, appointed January 2012
Frank worked as a management consultant before becoming a director and then a
partner of venture capital organisations. Frank is also an accredited business coach in the world of private equity, and an
accredited mediator. He has board membership, finance and chairmanship experience, including with the Open University.
Dimitri Koveos
Appointed March 2012
Dimitri has had a long association with FE, having lectured in Electronic Engineering and Computing at Reading College for 17 years,
followed by nine years on the Senior Management Team as ILT Director. He also served on the Board of the College for 10 years as elected staff governor.
Since 2008, he has held various IT Management positions with a leading global Market Research company, progressing to UK IT Director,
Global Head of IT Service Management and finally Western European Director of IT Services.
Tracy Rees
Teaching Staff Governor, elected September 2011
Tracy works as a lecturer within the School of Sport, Travel and Public Services. She is the elected teaching staff governor.
Alie Stibbe
Business Support Staff Governor, elected September 2010
Alie works within the Timetabling and Resource management team as Planning (Timetabling) Officer, providing an administration,
audit and development function to the management of the college timetables and electronic registers. She is the elected Business
Support Staff Governor.
Graham Wood
Chair of Audit Committee, appointed July 2009
Graham runs his own business services company having worked extensively in the past in the energy sector in a variety of senior
financial positions, in the UK as well as America and Germany. Graham also has extensive board experience and is currently a
non-executive director of two European energy companies.
Gill Worgan
Principal, West Herts College, member of Search and Governance Committee & Capital Projects Steering Group
Gill has worked in the FE Sector since 1997, during this time managing a wide range of curriculum areas, including Hairdressing
and Beauty Therapy; Care and Early Years; Sport, Travel and Tourism, Public Services. Gill became a member of the college’s Senior
Management Team in 2002, directing a number of the College’s curriculum and Business Support functions. In March 2008 Gill
was appointed as Deputy Principal, Quality and Curriculum and she became Principal in January 2011.
Sheila Selwood
Director of Governance, supporting The Governing Body, joined West Herts College April 2004
Sheila worked in the newspaper industry as a classified advertising trainer manager on a daily paper, before switching to the
computer industry as an independent trainer. She joined the education sector in 1988, working within the primary and then secondary
school sector, including responsibilities for financial and administrative management, as well as governance. Sheila is also an
LSIS Associate, delivering governance skills training and consultancy around the country.
Holly Davies
